OBAMA ... put that EO into effect. Why? COVER! They were already planning on setting up a shadow government to parallel the visible government, hence Obama's ominous 'promise' that 'he'd be back if needed'.
That's why Russiagate had to be launched, and why it had to succeed: They were going to use that as their justification for having set up a shadow government.
I'm still stewing about this.
